Short Description of Recipient Organization: 
AEPCO (Advanced Engineering and Planning Corporation, Inc.) was founded by James S. Whang, Ph.D., P.E., in 1979. AEPCO was certified as a Chinese-American small disadvantaged 8(a) firm in 1983, and successfully graduated from the 8(a) program in 1992. AEPCO is still considered a Small Business (SB) and a Small Disadvantaged Business (SDB) under SIC codes 8731 and 4813.

AEPCO is a highly respected SB and SDB, providing multi-disciplinary professional engineering/scientific services, with approximately 400 highly qualified professionals and support personnel, including effective project managers, innovative engineers, experienced analysts, resourceful logisticians, and expert technicians in multiple disciplines. These professionals are carefully recruited from academia, industry and government. They have a strong reputation for delivering quality products and they aggressively pursue the client's needs and interests. The quality and depth of our staff is complemented by a well-balanced approach to managing people and resources.

AEPCO's corporate mission is to assist private industry and government agencies in the resolution of modern, complex problems by applying sound engineering and logistics principles, advanced and innovative concepts, and management technology.
