Short Description of Recipient Organization: 
It's a high tech firm that appears to, among other things, convert paper to bytes. From the firm's Web site:

D4 is an experienced Department of Defense contractor. Through its services, D4 has expanded the purchasing power of DoD budgets by increasing their ability to use low cost Commerical-Off-the-Shelf (COTS) tools to achieve project goals, primarily for Interactive Electronic Technical Manuals (IETMs) and training applications.

D4 has been delivering successful solutions to the Department of Defense for several years. Program examples include the E-2C and H-1 aircraft, Mobile Subscriber Equipment, Firefinder, E-3 AWACS, Light Armored Vehicle (LAV), Apache AH-64A, H-60 Blackhawk, U-2 Surveillance System, HMMWV and OK/276(A)-BQ found on 688 and Trident Class Submarines. D4 provides intelligent graphics functionality that integrates with SGML/XML text, incorporates bi-directional links between graphics and text, interfaces with parts ordering databases, highlights schematics with traceouts and drills down from assembly to IPB/RPSTL graphics.
