Incorporate into the current budget if it is needed. A Special Earmark of this amount has NO business being included as a line item. There are budgeted $ that have been approved year in and year out that become obsolete, these $ are never returned or decreased from budgets. Justify what is currently budgeted and reallocate funds from obsolete or reduced activities.

Set limits on bonuses and benefits that are allowed for companies who are given government contracts. The Government is a NOT FOR PROFIT ORGANIZATION, Companies should be limited on profits that can be made and dividends to be paid to stock holders.

FYI ... money never becomes "obsolete". When it is given to a company, I'm totally sure it is used for something. Maybe not for what it should be used for, but I'm sure it is used. I'm interested in knowing why you call our government a "NOT FOR PROFIT ORGANIZATION". Where is that in the Constitution? I don't know of any government that would ever claim to be "NOT FOR PROTIT".
